Use a concrete sealer or self leveling epoxy coating for concrete. You will have better luck sanding the flaky areas.
Since a garage floor isn't a finished space, I personally would sand/scrape loose paint and reapply a good quality concrete floor paint over. Yes, you will see small variations where the original paint was compromised, but is it worth it on a garage floor to get it perfect?
