I got a strip threshold with a rubber gasket to put on the bottom of the door to prevent this. I got it at True Value Hardware store, they had several to pick from.
there is a rubber strip that you glue to the cement under the door which keeps the water from getting into the garage. the glue comes with the rubber strip. Got it at menards but probably any hardware or big store would sell it.
