You just need to make sure pine cone is not completely in water. My pine cone is on the bed of some dirt .

The seeds are in the pine cone. If they are open already, likely the seeds have been dispersed. You need to find cones that are still closed, put them in a sack or box and wait for the cone to open to collect the seeds. Then plant. Be sure you are choosing healthy cones from healthy trees and you will have success.
I love pine cones! On the way home from school my kids would collect any they found while walking. Evidently some were still closed. I use them to "decorate" my garden. Fast forward to the next Spring. The closed ones must have opened and I had tiny pine trees all over! WHAT A SURPRISE. i left them alone. Most survived a couple years. One in particular grew happily taller than the others and it could no longer stay where it was. I transplanted it and it is now 18 yrs. old. I really didn't have room in the yard for a tree of that size so I keep it in check by keeping the candles removed (new growth). It still grows happily and even produces pine cones! A happy surprise!
