How can I install a moisture proof access panel?
I need to put an access panel on my ceiling in order to be able to access the plumbing above in a multi-unit complex. It needs to be moisture resistant since it is in the shower area. Also need to be able to keep it locked somehow so that tenants do not access it

While I get what you are trying to do, it must also meet building code. I would call in a contractor and check with your local building inspectors at your local permit office. Here is how to hire a contractor.

Not only do they need to be moisture resistant but also fire rated.

We installed an access panel recently after we received guidance from a licensed contractor. We used a premade panel with frame that we purchased on Amazon. One piece of advice was to make it large enough to have room for repairs. So when we had it done, we had the licensed contractor do the hookup for my new gas dryer from behind it, since it is stacked. He was pleased with the new panel, and told me that most panels aren't done correctly, being not rated for the job, not large enough or placed incorrectly. Get some guidance from your zoning and code enforcement so you don't have problems with an inspection. The pros know what is required.
If you could paint it with paint made for shower walls, that would make it water resistant. They do make shower paint that resists moisture.
