If your clothes have been through the dryer, here's another article that could help in that situation. One thing that came to mind is that phosphates have been removed from laundry detergent due to environmental concerns. However, phosphates really help take out stains. If you're having trouble, an "old trick" (hack) is to use dishwasher detergent because the law doesn't apply to those products. I do hope you can get the chapstick out. Lots of use have done something similar - so you're not alone. Wishing you the best.
