Garden centers sell plant support wire, green, covered with a soft vinyl coating, that can be cut to size and used like twist ties. The wire is sturdy enough to hold up heavy tomato, etc., plants, so it should support garland, but the coating won't damage finished handrails. Plus, it is reusable and weatherproof.

Zip ties are what I use!
I use floral wire and wrap it tightly.
