You have a mess on your hands. They come in with cake mixes, flour, rice, cereal dog and cat foods. First check EVERY item you have that they could have come in with. Look at box edges and look for things that look like webs or tiny larvae. Remove them from the house immediately. Wash all cabinets out. Look in the cracks of cabinets. If they don't have a food source they will die off. This is why I put crackers, snacks, flour etc in plastic airtight containers or glass jars for storage.
Literally everything needs to be removed, cleaned and replaced. Took me 3 weeks of repeatedly and systematically cleaning my kitchen before I was even close to getting rid of them. They even laid eggs in my zipped up china bags. I traced mine back to dog kibble that I urchased on line. I lost hundreds of dollars worth of food.
My mom would freeze her flour and grains until she used them. We never had problems with them. However I have gotten them a couple times. I think my kids animal foods will need to be frozen before use because that’s where we found them last.
