How do I remove two layers of wallpaper from my walls before painting?
I have foil backed paper, then regular wall paper that is on real good, no tears, seams etc. Should I be taking it all off, or just painting over the wall paper?

Hi Sherry. I would just paint over the wall paper. It's far easier than trying to remove it.
Sherry...Take a look at google "wallpaper removal".....John Ripper has one I think is really good.
Rent a wallpaper steamer. If you paint over the paper and it ever starts to peel it would look bad and would have to be removed anyway. Also, the paint could cause the paper to bubble because of the moisture.
Steaming is my preferred method. If you paint over and then it starts to peel, you have a gigantic gloppy mess that will be difficult to remove. Do the job right, remove the wallpaper, wash the walls, let dry thoroughly, prime, then paint. The end result is worth the effort.

Our old home has paint over wallpaper in almost every room. At this point - so many years and coats later - you can barely notice the seams with a good flat paint on the wall. That said, if you can remove the paper I would. There's a difference for sure.
