Hi Dave, yep that should give you no problems at all. ALL primers no matter oil or water based are meant to cover and then be followed by basically any type of paint :)

Yep. That is what primer is for. I always prime with Kilz no matter what I paint or what kind of paint..
Hi Dave, if you want a lasting finish that won't peel or chip, I would advise against it. Oil on water floats and the same holds true when it comes to painting something. The water-based paint will just float on top of the oil paint.
