I don’t think of any way to completely DIY one but if you put ‘make attic lift’ in the YouTube search engine it will bring up many DIY solutions. The problem is that they require you to buy some costly items such as an electric motor and welded lift carriage.
I would just rig up a pulley system.

I would make a rod that rests on 2 large rubber hooks in the attic, then add a pulley above the rod and the hatch opening. Fasten the rope to either end of the rod with eye bolts and feed it over your pulley. You will have to have enough rope to reach down to the downstairs and there will need to be a cleat to hold the rope in position when not in use.
