If it isn't in need of repair, you can scuff with fine steel wool then clean with denatured alcohol. You will then be ready to prime and paint. I would use a durable paint because this is an item that is high wear and tear.
Hi ! I would use a chalk paint and wax sealer !!! Very easy to use no need to sand your furniture first or use a primer !!! The paint goes on easily . If you want a distressed look , paint the first coat the color you want to show through . Then paint your piece the color you want it to be . When the paint dries , lightly sand it on the edges and here and there to give it a worn look . Then apply a wax sealer in clear or antique finish. The wax sealer goes on like a stain , you put it on then wipe it off . It dries to a hard finish , not waxy . This will protect your work !

I have painted chairs in both chalk paint and fusion mineral paint. My experience is that the fusion mineral paint takes more wear and tear over the long term. Like chalk paint you need to thoroughly clean the chair before painting. It does take three weeks to thoroughly cure, so you need to be gentle with the chairs during this time.
