I have two long narrow (about 4" deep shelves that run the length and width (One each) of my bathroom. I keep folded hand towels and washcloths on one of these shelves. I also have an iron wall hung shelf that fits in niche over toilet. This holds small towels. We have two cabinets in our bathroom one of which holds bath mats and towels for hair drying.
We also have a good sized linen closet in our hall.
Many folks simply add a shelf over the bathroom door and roll the towels for storage. https://www.google.com/search?q=picture+of+bathroom+over+the+door+shelf+and+towels&client=opera&hs=9B7&sxsrf=ACYBGNQDSqEvNlQNEx1hh33yDcJmAIEjOw:1575919316555&tbm=isch&source=iu&ictx=1&fir=xk3ZKMH_qkN12M%253A%252C5d4NWU1bKSiN9M%252C_&vet=1&usg=AI4_-kQ3kgTr7tXhWaF6wZ-NURpv-q36tg&sa=X&ved=2ahUKEwiI9Lr4pKnmAhWKpZ4KHUiCDSoQ9QEwAHoECAQQBg#imgrc=xk3ZKMH_qkN12M:
You can put up floating shelves.
I made a towel rack from a piece of driftwood https://www.homeroad.net/2011/06/driftwood-towel-bar.html#more
You can use a wine rack to store towels! Simply roll them up and place them in the slots! You can also use old wood pieces to make simple shelves.
You can use hooks on the wall or add a shelving unit and fold towels on it
