Just bought a home that has a 3 ft tall vinyl decal on a painted wall. How do I remove it without having to remove & replace the drywall?

Use your blow dryer set on warm. Heat one corner until it starts to lift, then continue heating and lifting until the entire decal is off the wall.
Meg: I agree -- blow dryer is the way to go!!
The blow dryer may take awhile to do, be patient. A device like a credit card will apply even pressure to help with the peeling process. Keep gently inserting it under the area where the decal is starting to let go.
Heat with a hair dryer to loosen. Remove residue with vegetable oil. Then clean with warm soapy water made with blue dawn.
Have you tried working an edge loose. I've found some easy to work loose and some not so much. The second you feel resistance, warm the area with a hairdryer or steamer for wallpaper removal. My daughter had actual bumper stickers on her wall. Some pulled off easily just working them loose from an edge. Some had to be gently scraped with a plastic scraper (don't gouge your wall). The ones that really stuck, I lifted off with my wallpaper steamer. It took a lot of patience, but they came off.
