What are you trying to accomplish by painting? If it's cracked, it needs to be repaired properly. Dumping on paint will not solve the issue. See if this helps.

Your best bet is to use Concrete Colorant rather than paint. Paint gets slippery in the rain.
Paint won't seal cracks. You can use an elastomeric crack sealer or fill will colored concrete patch.

I would not paint it! Paint on concrete is enough of a pain to keep up. On pebbles it would be impossible.

Paint isn’t going to stick. You’ll need to repair the cracks with the appropriate materials. Someone at a home improvement store can help. You may be able to stain it after.
