Hi ! I've seen the front part of steps on a staircase covered in wallpaper . Check out removable wallpaper on sites like wallsneedlove.com or tempaper.com .
if you are talking about out door steps , try filing the front part of the steps, the vertical area going up between steps .
If you are putting in new steps, I would advice buying pre cut stringers at a home improvement or lumber store.
If you wanting to dress up stairs you already have, tile on the risers is always a nice touch.
Two or three steps have different things needed, as opposed to more steps. Locally, our zoning/permit process has specific requirements for distance between steps, handrails, etc. They also require information on materials used. So measure the height, think about what materials (concrete, treated wood) etc.

Exterior staircase construction requirements for decks, can be found at your local Building Department in their “handout” for their deck requirements. New ones need Building Permits.
Interior staircases have more complicated mandated criteria and
you can ask your City or County Bldg Department to copy those sections of the IRC (International Residential Code).
They will either do it or tell you to go get a Design Professional involved, as you’re going to need a Building Permit.
There’s structural, safety, child-proofing, and egress requirements all factored into interior stairs.
