I take a pair of cuticle scissors and snip the hair then it pulls free. They are in my cleaning kit and use it for my vacuum cleaner as well as many other items. My hair is mid-back and gets everywhere.
Try duct tape and/or manicure scissors.
Scissors to cut open the bound up hair would be a option. For Velcro loops I recently read that a flea comb works well to remove debris clinging the surface. May not be strong enough for your caster situation.
Scissors, just keep trimming and pulling :-)
Use a seam cutter to cut and remove the hair.
Cut gently with a utility knife and pick the hair off or use manicure scissors to loosen.

I used to "saw" with a serrated knife and pull out with tweezers.
I would use small scissors to try to cut it off.
