I've seen many people in my are a load one in the bed of a pickup and fill it at the municipal water station in town. If it's not portable, I know others who buy smaller tanks and do the same thing but bring it to the larger cistern to fill, making multiple trips. There are a lot of farmers and people who live off grid around here who do this.

I would rig up a way to use the roof downspouts into the cistern, usually adding a filter to catch bugs, leaves etc.
Then when I lived in the bush we would string PVC pipe up a creek to the cleanest water point and let it gravity feed down to a cistern.
I also had a very large cistern in BC that we used a gas pump to pump water from a stream up to our cistern buried up on the hill above our cabin, and then had piping to gravity feed it into the cabin so we had running water and a bathroom.

There are filters for garden hoses that are meant for filling swimming pools.
They could be attached to a rain barrel, if you’re collecting rain water.
