Hi Carolyn. You can back fill it with top soil. You might be able to find a landscaping company that will do it for you or deliver the top soil to your house. Good Luck!
If you could post a picture, that would really help. Anyway, if the back-fill will be seen, consider decorative rock. It'll stay in place and is a nice transition from concrete to other surfaces (grass, plants, etc.). If it won't be seen, or is very deep, use the cheapest rock available at your home improvement store, or where ever, and use decorative rock for the top 3", if you wish.
Since home inspector says it needs to be filled, check your local building codes as to what is required and deemed "acceptable." Codes vary across the country, so best to use what works for your location.
