You can creat a new frame by gluing on sea shells, rope, or sand. You could do a layer look with the sand and seashells, too.
Another idea is to used small pieces of driftwood as a frame.

How to Make an Oyster Shell Mirror
Paint a blue/green color. Then paint white over that and distress so the color underneath shows through. If you have room on the frame, add a bit of beach decor by hot gluing starfish, shells, mermaid, what ever matches the decor feel you want to achieve.

Paint it a pretty beachy blue color!

Glue on some small shells on the border!
You can paint it white and then distress it a little to let the original finish show through in spots.
