You can put a floating floor over the linoleum. Just make sure you only have one layer of old flooring besides the sub floor. You can do peel and stick tiles again. Did you have something specific in mind?

Are you asking how to install new flooring, if so what type flooring do you want to use? Are you asking if you should clean that area? I am not sure what your question is.
I would mop it with a good floor cleaner and let it dry before adding a new floor. If there are areas where the residue is built up you will need to scrap that off.
