You could simply hang one end of the rug as high as you'd like yourr headboard to be, but better than that here's how......

Depending on how heavy the rug is, you could either build a frame or hang it with brackets and a pole. To do the pole, you'd have to attach a pocket like a curtain, run the pole through the pocket and hang.
You can hang it on the wall in place of a rug.

You could add a batten to the wall and fix the rug to it, Use upholstery Tacks to fix it to an existing headboard, or wrap it around the headboard and using a sack needle or upholstery needle sew it on by tucking it over the top and bottom.

Hi! You could also take a piece of wood the size you want, either by mounting it to the wall or making 2x4 legs to attach to the bed frame, and attaching or draping the rug on the wood. Stay well!
Interesting question... So one option is to cut a piece of plywood the size of headboard you want. Attach padding and then upholster it, using the rug for the upholstery fabric.
