Hi Cbr. I used You Tube to learn how to make face masks. Even with two layers of fabric, they should have a filter in between them. The CDC recommends using paper towels or even coffee filters would work.

2 Ways to Make a No Sew Face Mask
Any home sewn fabric versions are NOT surgical masks. They were recommended only as a deterrent from keeping hands away from the mouth.
They do not offer any protection from bacteria as they are not sterilized. Unless you have a medical grade autoclave and autoclave wrappings at home, these items can not be sterilized.
Surgical masks are designed to block liquid droplets coming from the wearers mouth. But, as they do not fully enclose the nose, mouth, or eyes with an airtight seal, they do not offer protection from airborne viruses coming in. Surgical masks are also not designed to be used more than once.
Dust masks are designed to be used during times working with nuisance dusts such as construction or gardening. As dust masks are not a N95 rated respirator, they do not offer protection against viruses.
Opinions on the necessity of the general public wearing various face masks are polarized.
If you do choose to wear a mask, keep in mind that when it gets wet or soiled simply from breathing into it, it should be changed for a fresh one.
When removing the mask, remember to touch only the straps, and not the paper or fabric portions with your hands. Do not hang it up, or leave it laying anywhere after taking it off your face. Discard in the same way that soiled underwear is disposed of. Do not throw on the ground outdoors or in parking lots. Discard in a plastic bag in the trash, or launder fabric styles with hot water.

I folded a small scarf or bandana into thirds then used pony tail holders on each end. You can fold over the ends around the elastics and use a safety pin to hold it in place.
