You can always get shallow plastic boxes to put stuff in and slide them under the bed. Or you can build a platform bed with drawers as suggest by another person.
You can go to ikea and get some nice cabinets and some plywood set them just right to make a bed base and with storage easy. I saw a youtube video on it they also had one with bookcases very easy fast and efficient. search ikea hack platform bed for the cabinet one and easy bookcase bed for the storage bed. Hope this helps
It will be extremely difficult to construct or install drawers that function properly in a frame made from pallet wood. This type of 'lumber' is low grade, rough, uneven and not level.
Hello. There are some steel bedframes now that you can use that eliminate a box spring. With the elimination of a box spring with a 14 inch tall steel frame be helpful? It may be more cost-effective than building one depending upon your budget.
We did this in our situation to have storage under the bed. It was the perfect solution for us. Using the bed risers in our situation with the box spring and mattress made the bed too tall for many of our guests.

You could try to make a bed with pallets and then add draws under it and just pull out
If you do not already have all the requisite tools to cut and assemble the bed, then purchasing a ready-made one may be more cost effective.
