Scroll down in this article Pat and you will find a recipe for "antibacterial" wipes. I don't believe you can make anything truly "sterile" at home. You would need to have the proper equipment like they do in medical offices.

Just be sure you don't flush whatever wipes you end up making down the toilet. Most are not made for that and can be the cause of a plumber fixing that.
Hi Pat. You can make wipes using a half roll of paper towels. You can cut it in half with a steak knife. Place them in a water proof jar. Then mix 1 cup vinegar, a half-cup water, and a half-cup rubbing alcohol. Add 1 teaspoon of dish soap and between 8 and 10 drops essential oil (optional). Pour this solution over the paper towels. And allow the paper towels to get fully saturated. Then you can remove the cardboard tube from the center. Pull the paper towels from the middle. Good luck Pat. Stay well and healthy.
Hi! They won't be sterile, because that is a whole different process. Be sure you use the right percentage of alcohol if you want antibacterial. Plus, first wipe clean of any debris or drippings etc. with soap and water and then use your wipe. Let it air dry to be most effective. Good luck and stay safe!
