Yes you can no problem at all. You can just use regular wall emulsion. We painted ours all the time.
Yes but I wouldn’t recommend it. You can remove fairly easy by spraying down with fabric softener and warm water in a spray bottle to dissolve the adhesive. If you can’t remove then clean with tape, prime, and paint.

I would rip it off! It’s not as hard as you think, my entire home had it when I bought it , Walmart and other hardware stores sell a gel like spray that makes it easy to scrape the wall paper off. Good luck!
If the wallpaper is solid on the wall and not peeling at the seams or bubbled. Wash the walls well. Prime with Kilz primer. Then paint your color. There is always the chance of wallpaper bubbling or peeling from moisture in the paint. Also will be hard to remove in the future.
