I would start with a wire brush to clean off the rust, unless you like the rusty look. Then, use a spray paint in a color you like.
Clean it up with some warm soapy water, let it dry, and use some steel wool to remove any rust. Use a spray primer and then some Rustoleum spray paint. Will you be using it for outside decor? So many pretty colors!
You could get some lace, tape it securely in place of the barrow, spray paint over the lace.

Wire brush the rust off and use Hammerite straight on top. Comes in colours.......
Got to go with the wire brush, then steel wool. Rinse let dry. The new Rustoleum has spray paint called 2X that has great coverage. For something that gets a lot of use like a wheel barrow, I would go with 2 coats.
Is it wood? I would try power washing it then you could stain it to liven it up.

Hello Kathy, a good coat of paint always makes things look like new, use a wire brush to get the rust cleaned up, make sure it is clean and dry then paint it with Rustoleum or other metal paint. Pick a great bright color!

I just cleaned a 70 year old one up my self lightly sand off rust then paint with rustolium any color you like
A cleaning and sanding and application of primer and spray paint might do wonders. We renovated an old rusty chippy patio set it looks better than new.
Pressure wash then remove rust with a stiff wire brush. Paint with a good spray paint for metal like Rustoleum.
