I think that would be a great idea. You can remove the top and keep some of the drawers. I would turn a portion of drawer space into an area to hang wine glasses. Then you can better define it as a bar. If you do a coffee bar, you can use cup hooks for mugs. Maybe replace drawers with baskets or reface the drawers with grapes or vinyl of wine & champagne glasses.

Dresser heights are typically 6” lower than counter height, the top will need to be made water & stain resistant and as noted above - the drawers can be modified and it removed for functionality.
It all depends on the size of the dresser. If it is too low, then the top can be raised or extensions added to bottom. The wood from the drawers can be used to keep similar wood on the project. Painting will cover any seams and grain changes - assuming a good sanding job.
