I've seen people fill old milk cans with sand and cement and then anchor the poles in that. Fun look!
Just about anything that has sufficient weight after being filled with soil. I would get a pot about 18" high and fill it with garden soil. Support your light pole with wire coming out bottom (unless solar) and plant flowers around the perimeter. All of my flower pots have drip irrigation sprinklers to water the plants.

You can use plastic (5 gallon) buckets from the hardware store. You can wrap them with burlap and add plants to the top.
