Indoor latex paint will probably not work because of the moisture. It will eventually peel and bubble. This article suggests using an oil based exterior paint. You should be able to purchase a quart of this paint rather than a gallon.

Indoor paint unfortunately is not going to last in an outdoor or wet condition. You can get paints specially tinted in smaller quantities at a specialty paint store or your local home improvement store. You'll need to find an appropriate sealer for the material and outdoor use; polyurethane won't last.
It will fade and maybe even peel.
For concrete, I would use masons' stains/dyes.... you can get sampler kits .... https://directcolors.com/concrete-dye-trial-kit/?campaign=9493558032&adgroup=99205923289&feeditem=&keyword=&matchtype=&device=c&network=u&creative=420723237100https://ad.atdmt.com/s/go;adv=11027242822695;ec=11027242823046;c.a=9493558032;s.a=google;p.a=9493558032;as.a=99205923289;qpb=1;?bidkw=&dvc=c&h=https://directcolors.com/concrete-dye-trial-kit/&gclid=CjwKCAjwztL2BRATEiwAvnALcsXeo7uWBSOOGm2HevBSHnnW7kyW3sAU_8KwKiHby7c_Q3Z0DY9ThhoCeZUQAvD_BwE then seal with a concrete sealer.
You can use acrylic craft paint from Michaels or Hobby Lobby. Seal it with three coats of a water based polyurethane. Dries clear and does not yellow over time. You can also use Rustoleum clear spray paint. Several light coats will give you a smooth finish
You should be able to use acrylic craft paint and seal it with a couple of layers of clear coat ! Post your project !!! 😊
Maybe a qt of white concrete paint divided and tinted with artist colors.
Hello. I would consider contacting your paint manufacturer to see if there’s any Bird toxicity concerns in the paint product you might be using.
Hi Susan, I think you are correct! Any paint you use will be protected/sealed by the polyurethane.
Thank you all for helping. I will post photo when done. The statuary will be giving me a list of bird safe and durable paint solutions.
Susan that is beautiful. You have motivated me to clean up and repaint our old birdbath. It was actually my grandparents and is over 60 years old and not nearly a pretty as Susan's.
