My plants are dying in the ground after a solid week of rain. I dug one up and it had a blue slime on it. What is it and how do I fix it

Your plants need improved drainage. Add sand, and larger sized perlite to your soil, and plant atop slightly mounded sections of soil. Try digging a trench alongside your plants to divert excess water. You could also add mulch to prevent rain from being splashed back up onto your plants.
