I have been noticed a light brown crust on top of the soil. Does anyone know what’s happening?

Hello AOliveira, have you had a lot of rain? It looks to me like it could be pollen, it gets knocked down in the rain and yellows puddles and other areas. Pollen cluster. ... Seeing yellow powder in the water, especially in spring and early summer, may be a collection of pollen that has clumped together to form a floating film on the water's surface.
Pollen would cover the entire area like powdered sugar. It looks like a type of fungus or mold. Look up both under a gardening site. Most are from decomposing bark and are usually harmless.

It looks like the start of a fungus that is sometimes called 'dog-vomit fungus'. It is not harmful.
Just speculating, it could be clay and when clay dries out it turns pale brown. I would take your pictures and soil sample to your local nursery and ask what they think or your local agricultural support.
I agree with Ann. This looks like a naturally occurring fungus called ‘dog-vomit’. It is usually a brighter yellow. Don’t worry about it. It won’t harm your plants.
What sort of soil are the vegetables planted in? Where did you get the soil from? It looks to me like it may contain bits of bark mulch.
Vegetable garden soil should be dark black in color, clean (containing no weeds, roots, or seeds beforehand) and nutrient rich.
