Michael: you may want to make sure it's pre-pasted paper
HI Michael, it is pre-pasted wallpaper or are you adding your own paste? Even if it is pre-pasted, you could add paste onto the wall and then hang the wallpaper onto it. I just did this wall but used unpasted paper and pasted the wall. It was soo much easier. If you find a local design store that carries wallpaper they should also have paste. If you have sandpapered the wall and it is smooth then it is most likely a problem with the paste. Is the wallpaper old or new? http://www.recreateddesigns.com/2020/03/how-to-photowall-mural-wallpaper/
You may need a good quality wallpaper adhesive.
Homemade Wallpaper Paste

Is the wallpaper prepasted or not. You may have wallpaper that is not prepasted. Then you would need wallpaper paste. Or if it is prepasted then you may be leaving it to soak in the water too long and the glue is washed off.
Hi Michael, sorry you are having problems with ou wallpaper sticking. I hope this helps you. What do you do if your wallpaper won't stick?
For walls with heavy texture, sand some of the texture off the walls, and try to make the surface as smooth as possible. When the surface is relatively smooth, wipe the wall down with a damp cloth to remove loose drywall dust. Allow the walls to dry completely, then paint the hanging area with wallpaper primer.Jul 17, 2017
