Scraping off the flakes with a paint scraper will definitely be the cheapest way to go. Strippers can get expensive, especially if you’re going to paint a large area. Buy a nice, wide one so the job will go faster.
Smooth sand the chips and touch up the paint would be the least expensive way but you will be able to see the texture where it has chipped.

Hi! It depends on what is chipping. It's best to remove as much as you can and sand to have a good outcome. Outside, I usually power wash. Inside, for furniture or molding, I strip, scrape and sand until I have a smooth surface. Good luck and stay safe!
I agree, it depends on what is chipping...as chipped furniture will be much different than a chipped wall or a chipped metal chaise. In general though, scrape, sand and repaint is the way to go. And if you can use spray paint to repaint, that's quickest.
I agree that most of the time scrap off as much as possible first, then sand. However, if it's something outside that is an outdoor wood, I'd pressure wash it.
Chip what is coming off then sand down and left over then paint it
