I'm not quite sure what you mean by make a pump. But, places like Amazon have things like this https://www.amazon.com/Mademax-Fountain-Upgrade-Standing-Floating/dp/B085C5LQN3/ref=sr_1_7?dchild=1&keywords=solar+water+fountain&qid=1595819716&sr=8-7 that you make anything into a fountain. Much easier than electricity, cords, etc. Good luck and have fun.

I'm not sure how to make one, but they are pretty inexpensive on Amazon.

Making your own can be very dangerous. This is because the electrical components must be completely watertight. If they aren’t they can deliver a nasty, potentially lethal shock. In addition to this, you’d need to to find a motor with the correct output (Gallons Per Hour). Additionally, you’d need to find an impeller to pump the water, and it needs to fit with the proper air gap or it’ll either bind, or move little to no water. Your best bet is to do as the other posts have said and just buy one. It’ll probably be cheaper in the long run.
A used aquarium pump could be made to work. Probably can get one for cheap at a garage sale.
You could buy one on eBay for 10.00 just put in the search pumps for fountains and they will come up look through because the prices vary.
Dependent upon the size of your fountain, make sure you buy a pump powerful enough to move however many gallons you need to move.
You can buy all the parts and assemble one or buy a pond pump kit which would be easier.
