We have a concrete pool, and we use a 2 part epoxy paint. There are many brands, colors are a little limited. Most are called pool paint, and some are called pool & fountain paint. You'll want to clean well and repair any little cracks prior to painting.
Mary, I just spray painted ours with ORB. It was very pretty and lasted about eight years before we decided it had to go to the place where all good fountains go!

Concrete is good! Clean with bleach, rinse well, air dry. Do you want to paint it? Fill in or repair cracks or holes first. Select a paint ( ask big box paint employee) or ask which paint product to buy. Get correct product to repair concrete if needed. After repairs are finished you can paint your water fountain. It doesn’ t have to be perfect. Make sure it is safe! For birds, etc. I have seen repaired water fountains with crystal marbles, colored pieces of polished glass, gravel, smooth stones (river rock) and then the water put in it. You can do whatever you want to. Do you have a color scheme?
