It kind of looks like part of a "coat valet" that goes onto the back of the driver's seat to hang a sport coat. Just guessing.
Besides whatzit? This red-grip handle looks like it slides into some other piece and then hangs it with the hook on the end. Personally, I've never seen anything like it. The hook could also be an electric cord holder. Maybe that brings something to mind.
It is a safety device for car emergencies . It should have a seat belt cutter , a windshield breaker and the one part slips into the door striker plate to provide somewhere to grab for handicapped people entering or exiting vehicle .

i have one in my car. It’s an emergency tool to break out a car window and cut a seat belt if trapped in a car underwater or any other way. You can buy them at any hardware store. Mine is identical. It’s some what like a hammer.
