Chair booties
We have 4 oak dining room chairs and a ceramic tile floor, the chair legs have cracked multiple tiles in spite of having the felt pads under the chair legs. Are there any homemade chair booties or socks I can make to soften the blows? The tiles are laid over a slightly irregular slab foundation.

Hmmm....its the irregular slab foundation that is the problem. And its the weight from the person that is causing the cracks. Not sure if another bootie will solve that problem.
You can sew DIY chair socks for your chairs - they are actually pretty cute.
This tutorial suggests cutting sponges and gluing them to the bottoms of your chairs to protect your floor. You could spray paint the sponges to make them look better. Or you could add them to your chair legs and then cover them with your DIY hair booties.

The foundation is the problem. It won't get any better until the foundation are made good. The only possible help otherwise is to use rubber ladder shoes. Best wishes
Have you tried those silicone glides for chair feet? I’d also fix that floor if at all possible as it could also be a tripping hazard.
