If they are removable put them in the bathtub with warm soapy water. Gently brush clean.
I put an old pair of sox on my hand and wipe down the blinds. Or you can use a microfiber cloth to dust.
Bathtub or outside during nice weather. Have a helper hold the blind up and use a soft bath brush to loosen dirt then spray off with shower or do the same outside and rinse with hose. Leave open all of the way to dry in the sun draped across a picnic table or fence to dry.
I suspend mine over the tub on a broom stick. Wet them down with a hand held shower head. Spray some all purpose cleaner and gently scrub the dirt off with a duster. Then rinse them and let them drip dry.

You can buy a gadget that you can use to clean them, or maybe use a hairdryer, small vac cleaner, feather duster etc.
While still hanging , dust them with a vacuum clean or a microfiber cloth, Then take a microfiber cloth a dip it into warm soapy dishwater in a container. Wipe each blind working from the top to the bottom.

I would leave the hanging and either vacuum them with a small stick attachment, or use a microfiber cloth to dust them.
Hi Ed, do this in the spring and fall when you have access to a garden hose. Lower the blinds and close them and remove them, take them outside, lay them dirty side up on a deck or on the lawn or patio. Spray your favorite cleaner like simple green, spray nine or Mr. clean over the entire surface, let them sit for about 2 minutes, then bring out the garden hose , set the spray on rainfall or similar, just not jet and rinse until water runs clear. you ca pick them up while spraying and tilt to one side to drain, leave them out side to dry (fast in summer) then rehang. This is very fast and thorough
You could use a swiffer duster
I use my vacuum cleaner with the brush attachment to get the dust off. Then I put the smaller ones in my bathtub and clean with dawn. The larger ones I put on a clothes line and clean with dawn and a hose.
