Hi Dar! It really depends on what kind of countertops you currently have. Laminate countertops can be painted or even covered in concrete for two completely different looks. What type of counter top? Laminate, concrete, marble, butcher block or what???
It depends on your countertop. Wood can definitely be sanded and refinished. I've also see people paint their laminate countertops with great success.

You can buff with a paste of baking soda and peroxide. That will bring them back to life of their original finish. If you don't like it, you could cover with contact paper or paint with a kit.
