Since we can't see what you are seeing,, Citristrip-a non toxic paint remover to take off the paint. If it is a splattering you could use a n old store card to remove it.

I always use Citristrip.
Citristrip is a great paint remover. Practically odorless. Apply a liberal amount, cover with a plastic bag or wrap and let the Citristrip do its work, then scrape the paint away with a spatula or an expired credit card. Wipe well with a cloth, then rinse with another moistened cloth. If need be, sand with a fine grit sandpaper.

To strip old paint, apply a thick coat of remover uniformly over the surface of a section with an inexpensive paintbrush. Leave the coating undisturbed for about 20 minutes, until the paint begins to bubble up. Remove the softened paint with a plastic scraper. If necessary, apply a second coat of stripper.
Hello, if you are looking to stain it, you can try sanding the paint off, that should take it right down to the stain, and you could just sad the entire thing if you want to restain it. Or you could use chemicals, or you could try this,
Try softening the paint with a few drops of olive oil. Cover the paint with a cloth and let the oil soak in for about an hour. If the treatment works, you should be able to wipe off the paint with a rag or scrape it off with a plastic paint scraper. Test the finish before resorting to more drastic measures.

Allow it to sit for about 20 minutes, or up until the paint begins to bubble up. After the paint has softened, remove it using a plastic scraper. If needed apply a second coat of stripper.

You could use a very fine glass paper to rub the areas, then re-finish.

Citristrip does not remove stain, so if the piece is stained you will need to use the old style stripper Kleen-Strip..... precaustions include wearing rubber gloves, eye protection and working in a well ventilated area like outside or garage is best.

Without seeing what you’ve got-
Citristrip has changed their formula & you would be better off using Kleen Strip.
You can use a plastic scraper or putty knife to gently scrape away paint, you can make use of vegetable oil to soften the pain. Usage of denatured alcohol or acetone will also work on tougher areas but be sure to spot test beforehand.
