Hi Deborah, Better to Paint and Stencil rather than wallpaper, it will never be a good job and you will never be happy with the result!
If you wallpaper directly onto the concrete block, you will see the shape and crevices of the blocks. Instead, use wallpaper liner first and then wallpaper.
I think I'd paint them --- wall paper will show every hump/bump/divot in the blocks, as well as the seams .... or you could put up very thin paneling and then paper it ... after it's properly sealed/primed ...
