I think the cheapest way is to get a hullahoop paint it and hang form ceiling at 3 different spots to keep it level.

Hang individual hooks from the ceiling in the shape you need and attach shower curtain(s) to them. You may need to add length to your curtains or you could tie ribbons to hooks running them through the holes in the shower curtain first.

Or if full circle curtain required, use a hula hoop painted to match your fixtures and hang from ceiling. Attach standard shower curtains
