My bedroom has no built in closet because it was a converted garage/enclosed carport. I am looking to create shelves and hanging space for clothes and shoes.

i think you need to find a "Wardrobe" its basically a stand alone closet. check auctions, 2nd hand dealers. it has shelves and drawers, and my previous one had hanging space.

Complete closet units like the one shown below can be mounted and left "open" (all the rage in big city apartments). These run about $100. Or you could mount just one wire shelf if your budget is tight for around $30.
I used 2 cabinets and painted them to match each other. Then hung a rod between them
I had the exact same situation as you. Sorry not really great picture but you get the idea. IKEA has inexpensive cabinets or go to a used furniture store.
I have seen really nice armoires in Salvation Army for $50.00 and under.
