You need rigid PVC pipe, the flexible wont work, but I don't know if rigid would even hold up to the weight of a lot of clothes. Sometimes you can get old galvanized pipe from plumbers who are doing a house repair job, then use a pipe fitting to mount to wall based on diameter. Visit a couple and ask if they have any, our plumber has a box outside his shop to recycle old pipe.

Replace it with metal or wood. I use electrical conduit pipe.
Replace it with a wood or metal... or run metal pipe down the center.
Or in a pinch, put a length of rebar in the pvc pipe.
