Commercially made bases are cheap, but if you want to make one, I would use a bag of concrete mix, latex paint in the mix, and mold it in a disposable aluminum pan.
I would put a piece of PVC plumbing in the mold, as a sleeve for the umbrella pipe.
If making a table also make sure it has cross pieces or bracesses from the legs that could also have a center hole to hold the umbrella.
