Get a stud finder and mark your studs. Cut chair rail to the width of the wall it and screw it to the studs. Paint to match the wall. You can get several types at places like Home Depot.

Miter boxes are not expensive and you'll need a nail-punch to set the finish nails. Just find the studs and Mark wall with a pencil.
Go to Home Depot or Lowes and find some decorative chair rail molding. Chair rail creates a decorative element in a room, but it also acts as a protective barrier from wear and tear in high traffic areas or spaces where furniture is moved around often. This trim is commonly used in dining rooms, breakfast nooks, living rooms and foyers.
If you bring your measurements they will cut it for you for free. Then you need to make sure it is level and that you know where your studs are to nail it up. I glued mine before I nailed it up to make sure it would stay. I used Loctite glue. Love that adhesive. If you have to do corners you will have to cope the edges, or you can get very thin insertable pieces of wood in the rosette section of HD or Lowes and then you will only have straight cuts to tend with.
