use ground contact lumber w/ stringers ( support ) underneath; you need a way for air to circulate as rain will fall and being on concrete won't be absorbed into dirt ... build just like you would any other deck, but support will be needed at the outer edges by putting your railings / step supports into the ground. Don't lay the decking directly in contact with the concrete -- chances are it won't be level enough ..
