I don't know if this would work or not, but after reading your problem, this came to mind due to your wanting a fence "above" ground. Take cement blocks, the kind that have 2 holes in them... fill the holes partially with mixed cement that you mix up, then insert pallet boards into the cement, then either fill the rest of the holes with more cement mixture, or dirt. By using cement to hold the pallet boards, that way wind can not knock them over, and will probably be strong enough for the neighbors tress from pushing the fencing over. I would buy 1 cement block, some cement mixture, and use pallet wood or other wood, and make up one to see what you think of this idea. If you like it, then make up a bunch more of these and then place them in a row down between your houses. I know what your going thru as I had the same problem and I built a 6' tall wood fence which required a lot of digging, but it is so well worth it. My fence has been up for 21 years and is still holding up strong. Good luck with any idea you try!
I think Mary idea would work. If you don’t want to use pallets you could use another fence material. You can also use 5 gallon buckets filled with ready mix and place a 4x4 post in it for fence posts above ground.
