How can you cover a water meter with plants or objects?

I need to think about how it will not look cluttered and also if it's a plant that the root sytem will not ruin my foundation.

I agree . I don't know about where you live, but some municipalities, do not allow planting next to meters, a container garden can easily be moved. -

You could take some old shutters, paint them your favorite color, add hinges and put around it. -

Make a large bird house that sits on the ground and slips over the meter. If a meter needs to be read cut out the area for the meter. Paint the bird house or leave it natural. You can also customize your bird house to match your home. Add door, windows, shutters, window boxes with paint and any other things you would like.
