You will have to build a retaining wall. We were thinking about doing this exact thing with a deck on a hill but we had someone talk us into putting a concrete pad on the hill instead of a deck. But regardless, you will need to build a retaining wall. We DIY'd the whole thing. Be sure to get your building permit if your area,requires it. Out neighbors put one up and had to tear it down.
